JAMES “JIMMY” WHITEHEAD, native of SE Washington, DC currently living in Atlantic City, NJ, graduated from Ballou High School in Washington, D.C., and immediately joined the U.S. Navy from which he was honorably discharged in 1978. Thereafter Mr. Whitehead worked for the anti-trust litigation law firm of Howrey and Simon, while continuing to participate for several additional years as a U.S. Navy Reservist at Washington, D.C. Bolling Air Force Base.
Between 1979 and 1984 Mr. Whitehead served in numerous U.S. House of Representatives and Senior Executive Service (SES) White House Appointments, with a primary focus on domestic and international business development, as well as Minority Business Enterprise (MBE) Congressional advocacy initiatives. Mr. Whitehead managed a variety of legislative and administrative activities for United States Congressmen Frank Guarini (NJ-D) and Jack Kemp (NY-R), and United States Senators Phil Gramm (TX-R) and John W. Warner (VA-R).
During 1981 through 1983, Mr. Whitehead served in various White House Schedule C and SES appointments for President Ronald Reagan, including as Special Assistant to the ACTION Agency Director Donna Alvarado at the nation's premier agency for civic engagement and volunteerism. From 1984 through 1989, Mr. Whitehead served as a U.S. Department of Energy Office of International Affairs Schedule C appointee coordinating high level energy officials and diplomatic meetings and forums.
Prior to Mr. Whitehead’s White House political appointments and in support of the United States’ and South Africa’s 1988-1990 anti-apartheid initiatives, Mr. Whitehead worked behind the scenes with Bateman Engineering Company President John Herschelman, Thabo Mbeki, President F. W. DeKlerk, Zulu King Mangosuthu Buthelezi and respected Senior ANC leaders, to form the first of many United States-South Africa Academy for Computer Aided Design and Drafting (CADD) workforce training initiative. Mr. Whitehead has always sought to expand opportunities for advanced technology workforce training.
In 1990-1991, Mr. Whitehead served as the Director of the Republican National Committee’s Small Business Council reporting to Chairman Lee Atwater, where he managed the RNC’s national small business outreach program. Mr. Whitehead coordinated and managed the RNC’s small business membership fundraising campaigns and built state small business coalitions to support President Bush’s small business legislative agendas. Win-Win coalition and collaboration creation became a specialty for which Mr. Whitehead is still known today. While at the RNC, one of Mr. Whitehead’s proudest accomplishments was organizing the philanthropic endeavors in support of the Washington, D.C. “Boarder Babies Project” benefitting infants born addicted to crack cocaine and abandoned at DC General Hospital.
From 1991 to 1993, Mr. Whitehead served as an SES appointee in President George H. W. Bush’s Administration as Deputy Director of the U.S. Department of Energy Office of Minority Economic Impact. Mr. Whitehead directed and managed Secretary Admiral James Watkins’ $250 million Minority Banking Program to support the White House “Rebuild LA” disaster recovery after the 1992 riots. These funds were provided from the U.S. DOE Petroleum Violation Escrow Account and were not taxpayers’ dollars. Mr. Whitehead brokered the truce for peace between the Crips and the Bloods, providing the City of Los Angeles the break in violence it needed to begin its recovery.
From 1993 through 1997 Mr. Whitehead served as Director of Government Relations and Marketing for Stephens Engineering. Mr. Stephens launched Stephens Engineering technology company with $100 and grew it into $25 million in annual revenues and a $100 million contract backlog within five years.
As a serial entrepreneur beginning with the 1999 founding of Millennium Technologies through the current date, Mr. Whitehead has established several small business enterprises in real estate development, technology, and multicultural beauty products. His 2010 entrepreneurial endeavors led to Mr. Whitehead, Sugar Ray Leonard and Julius Ervin founding LandMatters LLC as a Veteran owned and operated Construction Management MBE. LandMatters provided community outreach and construction management services for the Cordish Development Company’s Maryland Live Casino, and community and government relations services towards successful RedBrick LMD’s $1.5B Washington, D.C. St. Elizabeth East Development projects, which is currently the largest urban development project being built in the Nation’s Capital. Mr. Whitehead’s leadership in building genuine local support around these developments ensured their success and concurrent security for underserved communities involved.
In 2002 in support of his international humanitarian community service fundraiser, and under the leadership of His Majesty King Mswati, III and Atlantic City Sands Casino Resort President Alfred Luciani, Mr. Whitehead organized the launch of the Royal Initiative to Combat AIDS in South Africa Development Countries (SADC). At this extraordinary event, iconic production and recording artist Isaac Hayes performed, and His Majesty presented Sands Casino President Luciano with the Royal Shield and Spear, which is the highest honor that can be presented to an individual. Mr. Whitehead continues his relationships focused on humanitarian and RX5 Cybersecurity workforce training programs in the USA, U.S. Virgin Islands, Angola, the Sultanate of Oman, Portugal, Israel, and the SADC.
In 2012 Mr. Whitehead supported First Lady Mary Pat Christie’s post-Sandy hurricane disaster recovery volunteer endeavors in Atlantic City, NJ organizing bi-partisan Public Private Partnerships (P3) philanthropy which help provide homeless families access to emergency shelter, food, water, and clothes.
After receiving a September 2017 call from US HUD to help with Irma-Maria hurricane emergency disaster recovery, Mr. Whitehead Co-Founded US Humanitarian Aid Response Team (US HART) www.us-hart.org as a Private Sector Initiative P3 platform to allow private investment to expedite resilient humanitarian affordable emergency housing restoration, provide local diversity workforce training, and Safe Waste Solutions (SWS), with the highest priorities placed on maximum Accountability, Compliance, and Transparency (A.C.T.). US HART remains deeply involved with FEMA in the Hurricane Ida recovery in Louisiana in 2021.
In 2019 Mr. Whitehead launched the Jimmy Whitehead Power Hour Community Talk Radio Show, on local minority owned and operated WEHA 88.7 FM Gospel Station, as a platform to better inform the Atlantic City community about current events, youth cybersecurity education programs, and the critical importance of the grassroots “power of the VOTE.” Strategic Veteran MBE Millennium Technologies’ Distributor - LEIDOS Warehouse and Logistics Provider - supported this program.
Wanting to use his federal government experience, entrepreneurial endeavors, and commitment to community service to build a better Atlantic City, Mr. Whitehead launched his first bid for Mayor in 2017. His plan to become Mayor of Atlantic City is now as he is favored and positioned by voters to become the next mayor of the city of Atlantic City.
Mr. Whitehead is the proud father of a daughter, son, and two wonderful grandchildren. He says, “May God continue to bless my endeavors to Do Good While Doing Well.”
